Bullying Maxie, attempt 1 on record

I'm using a horipad-s and basically, I can't fire missiles. I set R to R and B to Y on my controller, but holding R and pressing Y, nothing happens. I can hold L and press Y to shoot diagonally, and, even fucking weirder, if I hold R, L, and then press B, I can fire missiles, but not if I'm holding only R and then press B. Sometimes I can fire a missile if I press the buttons on what feels like the same frame.

I thought this was an emulator issue so I downloaded VBA but I have the same exact issue there.

And I even booted up Super Metroid on Snes9x, and, there, I can hold R and shoot no problem. Feels like an emulator issue for sure but two different emulators?
