Technology-wise, I'd say we're a bit more advanced than most of Atmos. The Sky Knights might get the manticore's share of Glockencheime's inventions, but we've got our own innovators working on civil projects.
The parts of the Terra that aren't made up of Talon accommodations is mostly civil, with some rural areas on the outer rim. Our industrial zones like factories are off-Terra.
By 'they' I assume you mean the Talons. When the soldiers aren't out in the field but still on duty, they live either in the citadel or the military housing that surrounds the citadel.
There's space for the soldiers to spend their free time, like the library, a few communal rooms, and the training areas can also be repurposed for casual sporting events. If that's not enough for someone, then the capital city is right outside.
We've learned to live with the weather over the centuries people have lived here. It's not that bad, despite what Inside Atmos might try to tell you.
Again with the food questions. I'm not a tyrant, we make sure the food is good and varied. The cooks try to make sure everyone has options, even when they have to work with limited resources.
Unspoken rules... Don't touch Ravess's sheet music, if you steal from the kitchens you're expected to help cook the next meal, and stay out of the deep corridors.
We've got the Talon academies for kids and teenagers, and for fully trained soldiers there are some extra training programs depending on what's needed. You can learn to cook, get some first-aid training, train for a promotion, the works.
The kind of work you do depends on your qualifications.
If anyone has been stealing sweets from the cafeteria kitchens, I don't know about it. I do.
Talons are expected to be mature enough to solve interpersonal disputes in private. But if it leaks out into their work, a superior officer will intervene. No exceptions.
