Netaro is a member of the Chinori aliens of Proxima Centauri b and has been sent to Earth to decide if humans are worthy of continuing on as a species. We don’t know what his species look like but he does state that his true form is unable to be processed by human retinas. Netaro specifically mentions that he has to consume parts of people in order to maintain his human form.

With Netaro’s human form, he has full control over how he appears and can change it at will. According to him, his references for his current form are: 1 - Timothee Chalamet 2 - Lee Dohyun 3 - Anya Taylor-Joy 4 - Oizumi Yo

As part of his mission to Earth he is learning about human culture and tends to ask a lot of weird questions that might seem insensitive (and often are insensitive) in order to understand the depth of humanity. He is also often pushing the limits of legality (at one point running an illegal food stall until another character tracks him down and forces him to shut down).
