Idk if it's been answered but Sailor Pluto's skin is darker because she's supposed to be like alien-like? Just like not human like the other girls. Like she's ageless and things like that. There's mention of her being the prettiest girl at Mugen because she's so elegant and her skin is of a different tone. Idk if that makes any sense?
Well, the question wasn’t why she was darker than the rest of the girls. The question was why there are inconsistencies in the original anime and manga with her skin tone. Sometimes, she was drawn pretty pale and other times she was much darker. Like all of the other girls had pretty much the same skin color all throughout the series, but Setsuna didn’t.
