i am fully convinced the burger plan had nothing even to do with getting a kiss. matt made a plot where Jay would have to make a big display of caring about and loving Matt on a jumbotron in front of thousands of people, possibly even more watching at home. It wasn't about the kiss itself but because he wanted Jay to announce to so many people that Matt was special to him, people might think they were together and Matt couldn't stop them because it was part of their plan. It was a safe way to admit he wanted to be seen as Jay's partner, without actually having to face the difficult emotions underneath that. And maybe if Jay kissed him in front of all those people, it would be less of a big deal if Matt wanted to hug him in public or be affectionate with him
