U. S. Rep. James P. McGovern made a pitch last night to the state redistricting committee to keep his district largely intact when it redraws congressional boundaries to eliminate one of the state's 10 seats later this year. But some Republicans, including state Rep. Paul K. Frost, R-Auburn, said the upcoming redistricting is a chance to consolidate the 3rd Congressional District to include more towns in Worcester County, some of which are included now in districts based in Western Massachusetts. Mr. McGovern said while Fall River and Worcester may, at first glance, seem distant geographically, the two cities have much in common, and redistricting officials should consider the value of representation by the same congressman before dramatically altering his district. He said the two cities that anchor the district share interests in expanding commuter rail service to Boston, numerous water management and protection issues, and both have an industrial history.
