I'm surprised there isn't a Ultraman sized town for Ultras on Earth or the moon or something. These people get enough of the giant jerks
The problem with building a city for Ultras on Earth would be that in their natural giant form, Ultras cannot exist on Earth for more than three (or so) minutes at a time. They are powered by the sun and the Earth’s atmosphere filters out the full spectrum of sunlight* forcing them to run on reserves when in giant form. It can take up to 20 hours for them to recharge to their full power which is why they require either human hosts or to take on human form themselves to spend long periods of time on our planet.
The moon is a more attractive place to put a city as it has no atmosphere to filter out the sun’s rays and provides a nice vantage point to look down on the Earth give that the moon is tidally locked to the Earth with the same side always facing the planet. Of course, in the M78 Continuity, the Moon was once a habitable place with it’s own civilization.
This civilization was destroyed when the Chouju Lunaticks under the direction o it’s extra-dimensional creator Yapool, sucked all of the magma out of the Earth’s natural satellite and left it a barren, airless wasteland.
Yuko Mimami (who along with Seiji Hokuto were Ultraman Ace’s human hosts) was from this destroyed Moon civilization. Her people had wandered space after the destruction of the home and she had taken up residence on Earth. After Ultraman Ace eventually destroyed Lunaticks, she gave her half of Ace’s power to Seiji and departed the planet.

*My personal speculation is that they require the Ultraviolet Radiation from sunlight as that is what the Ozone layer protects us from. In the Ultra Galaxy Mega Monster Battle movie, a crew of humans are taken to the Land of Light and told they could not leave the protection of a special zone as the full light of the Ultra Spark (their artificial sun) would kill humans much like exposure to pure Ultraviolet Radiation would.
