This be a Lotor fic.  Perhaps a bio story of how he’s managed to survive and comes to develop his overall plan that lead to the creation of the Altea colony which at that point would become a rather dark fic.

    Icy eyes meet a stony face. Kovir would have loved to say that yes, they do have their doubts about the Prince— no, the Emperor’s decisions so far. From the surface, his intentions seemed nothing if not noble and virtuous, but that was exactly the problem; it all sounded too good to not come with darker concealed motives. They know from personal experience.

    Not that their thoughts would matter, anyway. Choosing to take his side meant coming to terms with the fact they are not in the position to defy him.
