"Although legendary and mythical Pokémon (from here on grouped together in this document as legendaries for convenience's sake) are often thought to be gods, the terms are not actually mutually inclusive. Nearly every known god is a legendary, but not all legendaries have godly duties -- or any duties at all.
A legendary of god status can be either major (universal, worldwide) or minor (region specific, town specific, various other small areas of control) and their power varies depending on what is under their dominion. However, all gods are naturally powerful. It's commonly believed that reverence from their charges is what empowers them.
An example of a major god is Dialga, the God of Time. Born in an era remembered by precious few, He is a direct descendant (a child, in this case) of the Original One. He has carried out His work for over 13 billion years.
A minor god would be defined one whose reach extends only to a limited area. A forest god, or perhaps the guardian of an island, are what one can expect of these kinds of gods. Their tasks might seem insignificant compared to that of major deities, but the truth is anything but -- due to their close proximity to their work, they are often the first to notice when something is wrong.
There many legendaries whose godhood status is hard to determine. When entrusted with duties, they often carry out tasks which may require hundreds or even thousands of them.
Take Lunala and Solgaleo, for instance. Two branches of the same evolution line, they exist in great numbers in the bizarre area between universes that we call Ultra Space. Their job is to mend and monitor tears in universal fabric. They also set up beacons - akin to interdimensional lighthouses - that designate an area that may be somewhere they wish to return to at some point, or to mark for ease of travel to that spot. Transuniversal travel is rare and typically accidental due to the sheer size and resource yield of any one universe. Though not considered traditional gods due to their transient nature and large population, these Pokémon perform a great service, and individuals may be revered as gods by those that benefit most from their work.
Lastly, let us turn to those deemed legendaries who are man-made. They may have tremendous power, but they are part of no known pantheon. These Pokémon did not come into existence naturally. This detail is of some concern, but their true impact is as of yet unknown. Still, many of them are descended from noteworthy legendary Pokémon. Might we consider them to be legendaries, perhaps even potential gods? That is something that will require further research in order to determine.
