Hi! Hope you're doing well! :) Question: How does each Rogue define "dressing up" and "fine dining"? I suspect Piper and Digger have different conceptions of those concepts.

You're undoubtedly correct about the Rogues having differing ideas about the concept.
Len: As long as his clothes are clean and don't have holes/rips, he thinks that's suitable for looking well. Obviously he knows that some people dress up, and if we consider the Year of the Villain gala to be canon (I honestly don't know if it is) then he wore a suit and bowtie there, but otherwise I think he's fine with just being clean and otherwise unbothered about being fancy. He does know suits, though; he recognized that Jared Morillo was wearing a particular expensive suit during Johns' run. I was going to say that he considers the Montana's steakhouse chain to be fancy, but apparently that's Canadian and I don't know of a US equivalent. Maybe Red Lobster?
Lisa: Obviously comes from the same background as Len, but she clearly prefers to present herself well. She wore a fancy gown in the New 52 Catwoman series, and her post-Flashpoint Rogue outfit is a pretty dress. Before Flashpoint she loved jewellery and was known to wear perfume and makeup, so she really always has liked to be fancy. I think she'd see expensive dining as something to aspire to, because she seems to have more ambitions to a different life than she was raised in. That's very much in contrast with her brother, who seems content with his.
Sam: Again, if we consider the Year of the Villain gala canon, he wore a hideous glass-themed suit and I suppose he might consider that fancy. He also wore a tuxedo and bowtie in the New 52 Catwoman series, so he definitely knows about dressing up. Pre-Flashpoint, I think he would have just been an ordinary Rogue who'd wear a nice but not necessarily expensive suit, although he knows the value of presenting himself well…he was kind of vain.
Roy: He's probably pretty comfortable in a cultured milieu, even if it's not really his thing. I think his time and associations in the art world mean he knows how to dress well and operate in that environment, but it isn't necessarily something he seeks to be part of.
Digger: It depends on how canonical we think his Agent of Oz history is :] If it's real, then he actually does know how to nattily dress in a suit and tie and operate as a suave spy -- which means he can blend in with a high rolling world as a Bond analogue. If it's not real, then I think he mostly sticks to cheap suits (which we know he does wear, as we saw that a lot in pre-Flashpoint Suicide Squad and sometimes in the Bronze Age) and rather unpretentious eats.
Roscoe: Growing up, I think wearing neat and clean clothes and a quality chain restaurant was probably sufficient for him, but that clearly changed over time. He wore a lot of suits while impersonating Henry Allen and Thomas O'Neill, so he clearly was comfortable or became comfortable dressing like that, and in the Johns era Len complained about him being "cultured in art and food and crap" as well as being able to taste the difference between red wines. So I think it's clear that his tastes changed and (most crucially) the way he wanted to present himself changed, and by that time he was probably into fine dining and dressing well. We've very rarely seen him in civilian clothes when he wasn't impersonating someone, though.
Hartley: He grew up wealthy with prominent upper class parents, so he knows all about fine dining and dressing well. But in adulthood, away from his family, he's generally a socialist and doesn't place a lot of personal value on those things. That said, he understands about presenting an image and looking good, and we've seen him in a suit with tails in the New 52, so he does dress well when he needs to. I think he just rarely chooses to.
James: He knows how to be what he needs for a con, and absolutely can dress well when it's required. But he's worn nice-but-casual suits on several occasions when not on the job, for instance here and in Black Lightning #10, so he does dress up sometimes. I think he likes to look good, but doesn't place a ton of value in being fancy. He probably isn't terribly fancy about his food choices either (grew up in a circus, lol), though once again I think he knows enough about dining to run his cons. He's one of those guys who's constantly absorbing information so he can use it later if necessary.
Evan: Miss McCulloch clearly raised the kids to dress neatly (although almost certainly not expensively, if only for lack of funds), but he ran away to Glasgow at 16 and spent his late teens and young adulthood in a famously tough and blue collar city. He's probably like Len and considers clean clothes to be good enough, and the typical working class Scottish diet is infamously unpretentious. I don't think he cares much about any of that stuff, and would be out of his element if forced into a upscale environment.
Mark: He likes to look good and was wearing a nice suit and tie in his first appearance. I think he's good at dressing well, and probably appreciates fine cuisine. He's also quite comfortable slumming it in bars, so he seems to be good at adapting himself to various environments.
Marco: He's from a wealthy family like Hartley and probably has a similar history of dressing and eating well in his earlier life, but he also doesn't seem overly interested in doing it now.
Mick: He's a very unpretentious man who seemingly has little interest in dressing up or eating anything fancy, although we've seen him wear a suit when visiting his parole officer. I think he knows he has to dress neatly when it's important, but would otherwise not choose to do so. He'll happily eat whatever he's got, and would probably consider the Olive Garden to be fancy (no shade there, I loved that place when it still existed in my province).
Axel: He can only be dragged kicking and screaming into fancy clothes, and he'll eat just about anything. He does come from money though, so I'm sure he's familiar with dressing well and eating at finer establishments. It's just not something he'd do now that he's away from his family of origin.
