what suggestions do you have (and obviously don't assume gringoness this is a nigh worldwide platform) for people who don't have a good local library, where the libraries function mostly as an archival of books that you're not meant to check out, either because that's what they de facto are (i.e. national library collections, nothing wrong with those existing but a lack of libre digitization of all texts is a roadblock for anyone to actually read the texts therein) or because the librarians are of the mindset that you're there first and foremost to damage the books or the computers or to be too noisy and so they generate a hostile environment.
You could try to help the library by volunteering at it if they take volunteers, or talking with the employees to see if the library needs anything or to suggest changes that would benefit the community. A lot of problems in libraries are caused by a lack of people or funding, figuring out what the issue is could help solve it.
Look into lending libraries and see if there are any near you, or if you could start one. (For anyone not in the know: lending libraries are shelves/boxes full of books in a public place, where anyone can take one as long as they leave one in return. The concept is similar to a free fridge or a blessing box.)
Online libraries don't have to be a digitization of local public libraries, so if you can't find any ones for your area, you could try to find international online libraries.
