Introduction: Why This Matters

This post is published as a public notice and record of fact.

After formally serving a Request for Contractual Evidence to Queensland Motorways Management Pty Ltd (trading as Linkt Brisbane) by email and certified mail, and allowing sufficient time for response, no contract, agreement, or lawful instrument has been produced.

Silence now speaks.

This post documents:

- Who Linkt actually is - How the tolling structure operates - Who benefits financially - And what has not been provided despite lawful request

What Is Linkt — Really?

Linkt is not a government agency. Linkt is not a law. Linkt is not an acronym.

Linkt is a retail brand name created by Transurban Limited to unify toll payment systems across Australia.

In Queensland, Linkt replaced the previous tolling brand “go via” in May 2018.

Under the Linkt brand, motorists are directed to pay tolls for roads including:

- Gateway Motorway - Logan Motorway - Clem7 Tunnel - Go Between Bridge - Legacy Way - AirportlinkM7 - Toowoomba Bypass

All payments are funneled through a private corporate structure, not a direct government payment system.

The Meaning of “Linkt”

“Linkt” does not stand for anything.

It is a stylised brand name chosen to imply connection — linking drivers to roads, systems, and payments.

As Transurban itself states, the brand exists to make motorists “better connected” to toll roads.

This matters, because branding is not contract.

Who Owns Linkt?

Transurban Limited - Established: 1996 - Role: Global toll-road operator - Operates roads in: - Australia (QLD, NSW, VIC) - United States

Transurban Limited owns the trademark “Linkt”.

The brand was rolled out nationally to replace:

- CityLink (Victoria) - Roam / E-Toll (NSW) - go via (Queensland)

This was done to create a single customer-facing payment identity.

Who Operates Linkt in Queensland?

Queensland Motorways Management Pty Ltd

ABN: 86 010 630 921 Trading as: Linkt Brisbane

This company:

Is not a government department Is a Transurban-affiliated corporate entity Manages: - Customer accounts - Billing - Toll collection - Referral to debt collectors

Every invoice, notice, and “debt” issued under Linkt Brisbane originates from this private corporation.

The disclaimer appears on official material:

“Linkt and Linkt Brisbane are trademarks of Transurban Limited used under license by Queensland Motorways Management Pty Ltd.”

This confirms:

Brand ownership (Transurban) Operational control (QMM Pty Ltd) Commercial nature of the system

Relationship With Government (TMR)

The Queensland Department of Transport and Main Roads (TMR):

- Sets toll policy - Oversees concessions - Does not issue Linkt invoices

Instead:

- Toll roads are operated under long-term concession agreements - Linkt collects tolls on behalf of Transurban Queensland - In the case of the Toowoomba Bypass, Transurban provides tolling as a service for the State

This is critical:

👉 Payment is demanded by a private corporation, not directly by government.

Payment Systems: BPAY & Revenue Flow

Linkt allows payment via:

- Prepaid tag accounts - Casual passes - Credit / debit cards - BPAY

BPAY payments are directed to: Queensland Motorways Management Pty Ltd (Linkt Brisbane)

This confirms:

- Funds flow through corporate accounts - Revenue is processed before any state allocation - The relationship is commercial first, regulatory second

The Affidavit & Request for Contractual Evidence

On 6 December 2025, the following was formally served:

REQUEST FOR CONTRACTUAL EVIDENCE

To: Queensland Motorways Management Pty Ltd Trading as: Linkt Brisbane ABN: 86 010 630 921

Including requests for:

A signed contract or agreement Proof of acceptance if no wet-ink signature exists Copies of concession instruments Delegation authority to debt collectors Full itemised statements Internal enforcement policies Certification by an authorised officer

The request was clear, lawful, and reasonable.

The Silence

As of today:

- No contract has been produced - No signature has been provided - No delegation instrument has been disclosed - No rebuttal has been issued

Instead:

- Third-party debt collectors continue correspondence - Assertions are made based on presumption, not proof - Claims rely on licence mythology, not contractual evidence

In law and in commerce, unrebutted affidavit stands as truth.

Why This Is Being Made Public

This matter is now published because:

- The request has been properly served - Adequate time has passed - No lawful response has been received - Public record is required for transparency

Silence is not compliance. Silence is admission by non-rebuttal.

Conclusion: Truth, Record, and Conscious Choice

This post does not refuse lawful obligation. It demands proof.

If a contract exists — produce it. If authority exists — disclose it. If liability is claimed — evidence it.

Until then, the record stands as published.
