This is a draconic creature called a Lilsiye. Lilsiye should be pronounced without and voiced syllables and, without moving your lips, because the Lilsiye have neither lips nor vocal chords and they named themselves. They live on a collection of tiny rocky islets and spires just southwest of Etola. Their society, called Sylie, has been isolated almost since it’s creation, and relies on a harsh caste system (with themselves at the top) to ensure everyone is provided for.
