The real question, is Kusanagi bending someone over the bar a sign that he really loves this person or an ultimate transgression that he would never do even for the person he loved the most? (…I’m team ‘let Kusanagi bend people over the bar,’ for the record). I feel like Fushimi and Kusanagi would get on well in their private moments, even outside of being in a relationship Kusanagi is one of the few Homra members that Fushimi respects and I could see them just enjoying spending time together idly chatting. In particular I wonder if Kusanagi would like talking to Fushimi about things regarding the bar, like not in a ‘Kusanagi’s love language is discussing his bar’ way (though that exists, I can see it) but that he appreciates being able to talk about the minutiae of owning a business with someone who will catch on immediately. This can also be a way of just sounding things out for himself or asking Fushimi’s advice, like Kusanagi knows Fushimi’s smart and this is a good way to keep Fushimi’s attention and have him relax, giving him something to focus on so there’s no stifling silence that Fushimi feels like he has to fill. In a weird way I could even see them having a ‘date’ that’s just Fushimi helping Kusanagi balance his books, Kusanagi tells Fushimi he doesn’t have to help and Fushimi flushes a little and mumbles that Kusanagi’s looked stressed and this isn’t any trouble to Fushimi at all. 

 For more formal dates Kusanagi would probably enjoy spoiling Fushimi in his own way, like he’s not doting the way Munakata is but Kusanagi also strikes me as someone who likes to show the person he’s dating a good time. Obviously this is a little trickier with Fushimi, who isn’t the type for big parties and probably doesn’t enjoy going to fancy wineries or anything, but Kusanagi manages. I think he would know a lot of nice out of the way places that are high class but have a good mix of food that even picky Fushimi will like, and what the best time to go is so that there’s no crowd. He probably even knows enough people that Fushimi doesn’t even have to dress up regardless of the normal dress code, Kusanagi enjoys the occasional grand gesture and he wants Fushimi to be as comfortable as possible. 

I imagine if they were going to hook up it would be post-ROK, Fushimi’s been coming to the bar more often and Kusanagi takes this as a good opportunity to get to know him again. Kusanagi’s always had a high opinion of Fushimi and while he doesn’t necessarily approve of some of Fushimi’s choices since leaving Homra he’s always wanted to see what kind of person that sullen kid but talented would grow up to be. Now that Fushimi’s reconciled with Yata and become more willing to be on good terms with Homra again of course Kusanagi can’t resist offering him a drink every time he comes into the bar. At first Fushimi only stops in when he’s meeting Yata but eventually he starts coming in on his own and Kusanagi’s always happy to serve him  and have a chat. Fushimi’s hesitant at first, because I think out of all of Homra he’s always respected Kusanagi the most and he’s sort of awkward about everything, that he knows the expectations Kusanagi had for him and that Kusanagi tried to make him feel like he belonged in Homra and all Fushimi did in return was burn everything down. Eventually though he loosens up, Fushimi appreciates being able to talk to an actual mature adult (who isn’t a weirdo) and Kusanagi is always interested in hearing Fushimi’s thoughts on things because he appreciates Fushimi’s level of insight.
