so, it’s pretty simple! I’m gonna use my header as an example bc i don’t have the psd files for the ones from thai’s bday saved anymore

you’re gonna want two gifs, your base and then the sparkle gif overlay (I make a lot of them myself by searching “particle overlay” on youtube, that way I’m not as confined to pre-made ones with a certain number of frames or dimensions, but there’s a lot of good ones here!!) making sure that they both have the same amount of frames and are set to the same frame delay (this is very important)

in this case both gifs had 52 frames and a delay of .05 seconds

then you’re gonna wanna convert the frames into a video timeline for both gifs

and select all the layers and convert them for smart filters (filter > convert for smart filters) so you should have two different smart objects on video timelines

then it’s super easy!! just drag the sparkle smart object over to the canvas of your base gif

and change the blending settings to whatever you like best, i usually use lighten and screen but in this case i used linear dodge (add)
