so we start off with this:

apply your usual coloring (i highly recommend bellepsds and truesoulspsds if you're looking for nice colorings)

then i do my version of the blurry effect, which can be found here

at this point my gif looks like this. yours probably won't look as gross, i just went overboard with color balance/hue and saturation/vibrance because the textures i will use will tone all this down

for this particular gif, i used a total of five textures (majority by renly-baratheon). all of the "watercolor" textures, i set on screen at 100% to cancel out the unnecessary vibrance of the gif.

you could try soft light, lighten, any of the blend modes really. but my favorite is screen because my goal is to lighten the base coloring of the gif and bring out the pastel colors instead. all of the textures go on top of the coloring.

keep adding textures until you're satisfied with the coloring. mine looks like this after all the "watercolor" textures have been applied.

it's a little too pale imo, so i usually add a darker texture such as this one by ibtextures, at soft light 100%

now it looks like this

as a finishing touch, apply a gradient fill (layer > new fill layer > gradient > soft light) like so:
