JetCo. and Team Missile
Team Missile is the Gralenor Region's main criminal organization, while JetCo. is their leading tech company...and also secretly a front for Team Missile. They've managed to maintain the illusion using the Hyper Shining Force, a team of heroes (inspired in-universe by the Ultra Guardians and magical girl anime) put together by JetCo. to protect the region, particularly from Team Missile's operations.
They also use their own version of Mutant Pokemon created using Dr. Splicer's research (Team Missile started using them as soon as they managed to create successful specimens, while JetCo. waited until well after the research went public to avoid suspicion).
JetCo's "Genmo Pokemon" are created either for specific jobs, to be the Partners of the HSF, or to be domesticated, marketable versions of dangerous and "unpleasant" Pokemon. Meanwhile Team Missile's "Gruesome Pokemon" are intended to Very Visibly be Weapons, though there are a few that are failed attempts at Genmo Pokemon that still resulted in usable Pokemon.

A Charmander made safer for those around it by encasing its tail flame in a steel lantern. It’s not as energetic as the original, and its new final stage is ground-bound and semi-quadrupedal.

Gligar have been given the ability to truly fly, at the cost of their Ground Type and physical stats. Gliscor regains that strength in a new way, as well as a strong sense of justice.
Genmo Tympole The Tadpole Pokemon Water/Normal Ability: Amplifier- All sound-based attacks increase in power when used repeatedly. Echoed Voice is not affected due to already having this property/Hydration/(Hidden)Liquid Voice

Genmo Inkay The Confounding Pokemon Normal Ability: Match Mantle- When the Pokemon is sent out, it copies the Types of whatever Pokemon is in front of it. This only occurs once per battle.
Inkfiltrator The Changeling Pokemon Normal Ability: Match Mantle Evolves from Genmo Inkay if leveled up with high Friendship while in a town or city
In trying to remove the malicious, hypnotic potential of Malamar, JetCo. removed almost everything that makes Inkay Inkay. As a result, it emulates whoever or whatever is nearby. It will focus this emulation on its Trainer if it's treated well, eventually evolving into a human-like form in the hopes of fitting into their society. People who haven't trained Inkfiltrator themselves often find them unsettling.

Genmo Crustle The Heavy Load Pokemon Bug/Steel Ability: Sturdy/Shell Armor/(Hidden)Steadfast Evolves from Genmo Dwebble at Level 34
JetCo. Breed Dwebble to be much larger than normal, and deliver various cargo all over the region using special artificial shells. Dwebble usually handle written mail and small packages, while Crustle can handle about as big a load as a semi trailer.
This is the one species of Genmo Pokemon that was created before Dr. Splicer's research was released, and in fact well before Team Missile got the research at all, since it's just plain old selective breeding.

A Toppit inhabiting a magic tiara instead of a beat-up top hat. Instead of possessing the wearer, it grants them Fairy-Type powers.

Gruesome Charmander The Lizard Pokemon Fire/Dark Ability: Hellfire- The Pokemon’s Normal Type Moves become either Fire or Dark Type, depending on what will be more effective

Bigger, tougher, more aggressive versions of Charmander and Charmeleon that become a massive flaming tyrannosaurus rex. Despite the change in demeanor, they're still almost as easy to train as their other variants if you can get your hands on them. In fact, one of Hyper Shining Force's members has a Charcifer as her partner.
(Charcifer's design is heavily based on Devil Dinosaur from Marvel, and the HSF member who has one will probably be based on Lunella/Moon Girl. Because I like them.)

While making the Nidoran line Dragon Type does make them stronger and more aggressive, it apparently also stunts their growth. (Yes I gave them a Napoleon Complex)

You can see a lot of parallels between Mewtwo and the original book version of Frankenstein's Monster. This one's instead based on the old-school movie monster version.
It also turns out that Team Missile is a splinter group from Team Rocket. And while Giovanni is alright with people quitting (as evidenced by that one guy in Sinnoh, Butch and Cassidy in Journeys, and Jessie, James and Meowth multiple times), what he does not tolerate is traitors, or fools who try to actually straight-up conquer and-or destroy the world (after all, either of those would negatively affect Team Rocket's profit margins), and he's seen evidence that Team Missile may attempt the former in the near future. As such, he's assigned the Trio to lead a team to take down Team Missile's operations... and is putting them through intense training so they'll be competent enough to actually properly lead said team.
The League also has their suspicions about the connection between JetCo. and Team Missile, and their current goals, so they've steered Ash in that direction since she's got the most experience with Dr. Splicer's work (and taking down evil teams), which is why she's bringing Tama to Gralenor instead of a region she's more familiar with.
