Here's one of gaming's arguably worst used palettes for a console, The Virtual Boy (colors are hopefully accurate).
From top left to bottom right, it's 0xe80000, 0x5c0000, 0x160000, 0x000000.
This palette is just hideous honestly. Good luck with making something good out of it.
Oh yeah, this one is gonna need an eye strain warning.
Those darkest two colors are very nearly impossible to tell apart (therefore very hard to use effectively), but I can't lie. I love red.
I checked out some screenshots of the Virtual Boy, and I'm torn between "this is awful how would you play this" and "huh, maybe this works actually."
