A more thorough, and coherent summary of "irradiance," or, my attempt to bring (some form of) ionizing radiation into tes.
Matter in the Aurbis (Nirn, Oblivion, and everything material in between) can be described as being in one of three modes: dynamic, static, or neutral. In much the same way matter can be physically separated into categories of solid, liquid and gas, so too can it be independently categorized by its dynamism, as well as move from one state to another. Note that ādynamicā and āstaticā do not refer to literal, kinetic properties.
Dynamic matter is rare in the Mundus and plentiful in Oblivion, and consists of elements (elementary materials) that receive their physical properties largely by their relation to other elements, and to that of the planar space theyāre in, rather than from inherent individual traits observed in vacuum. Dynamic elements are, contrary to their name, the less active and usually less dangerous of the elementary materials found in the Aurbis, as their properties rarely fluctuate without large, disruptive changes to the planar space they occupy (including removing them from that space, which can be catastrophic).
Static matter is rare in Oblivion, and more common but still somewhat rare in the Mundus, and consists of elements that maintain and retain their properties under all conditions of planar flux. Static elements are more dangerous for the average mage to handle, as the irradiance of static elements is consistent across most environments, and is difficult to mitigate even with magical shielding, meaning such elements will remain highly irradiant even inside an ontologically static environment.
Neutral matter covers two categories of unpolarized material: the first are naturally neutral elements, materials that show no (or little to no) irradiance under dynamic nor static planar conditions. The second are dynamically or statically irradiant materials placed within a matrix (space or container) that features properties resonant to those of the material, thereby neutralizing the material so long as it remains within the matrix. Static matter is neutralized less efficiently than dynamic matter.

In fact the voidguide operates by directing and collecting planar frequencies as starlight, focusing them onto the guide via stellar antennae (conical mirrors) and measuring differences in luminance via output of irradiance from the guide per known region of āspaceā (Oblivion)
