She had already been incapacitated after she had lashed out, but that wasn’t enough. Her boss wanted to still keep her own, she was viewed as too valuable as an asset to just dispose of. Too skilled. And her boss was too prideful to admit to his fellow Roses as well as to his own superiors that he wasn’t able to keep Hunter in line. So, he ended up contacting some specialists in a handful of different fields, keeping Hunter unconscious the entire time with the explanation that she was in a medically induced coma following a bout of alcohol poisoning. 

When she woke up a few weeks later, two separate devices had been implanted into her- One in her throat/voicebox that was designed to, depending on the sensitivity it was remotely set at by her boss, press into the inside of her throat with thin metal rods in response to the use of her vocal cords, and by extension limit her own speech and discourage any future ‘tipping’ of law enforcement of the Black Roses’ activities. The second one was integrated into her spine and nervous system, designed to deliver an electrical shock of varying intensity to her body on command from, you guessed it, her boss. It was meant to be another way to discourage Hunter from lashing out like she had and staying in line. not that it’s going to work in the long run
