In my headcanon, Shiryu fell first & Ikki fell harder. My explanation:

Shiryu is the first one to realize he's in love, and his initial reaction is denial. At first, he panics "How could I possibly like a friend? And Ikki, of all people?" But over time, he begins to come to terms with it, realizing it's something inevitable and beyond his control, and so he accepts it. He carries the feeling in silence, and even though he tries to bury it every time it surfaces (when they're alone, or when the physical space between them becomes dangerously small) it's especially hard for him to act normal, as if he weren't having a near-heart attack every time Ikki gives him one of those looks. The kind that seem to search deep into his mind through his eyes, maybe because Ikki senses the disturbance inside him caused by nothing more than his presence.

Ikki, on his part, realizes it later, and in a completely sudden way. Maybe after seeing Shiryu laugh openly and genuinely, locking eyes in one of those moments when they’re face to face. Like a lightning strike, he’s left unsettled and confused. It’s only when he’s alone that he can really process what happened, and comes to the realization that maybe, just maybe, he likes Shiryu. After that discovery, he starts trying to get closer to him whenever he can, seeking him out with the dumbest excuses after giving up on coming up with better ones. He doesn’t bother hiding the lingering stares, nor does he restrain the physical contact that comes from his growing need to be close. Nor does he hold back the direct compliments that escape his lips, born from a raw sincerity that came more naturally with Shiryu than with anyone else.

Ikki could tell all of this made Shiryu nervous. It made him look away, stumble over his words, or desperately search for something to say when the silence made the tension between them too obvious with no one else around to cut through it. And Ikki couldn't help but find it endearing, it amused him and stirred a tenderness in him that only fueled the flame now burning in his chest. A flame very different from the furious one that ignited his cosmo in battle. This one was warm and gentle, soothing his soul and quieting the demons that haunts his mind every night. A flame that warmed his cold heart, and made it beat again.
