Bilibid Riot: high profile inmate killed, 4 others were hurt in a stabbing incident.
September 28, 2016, the stabbing incident that happened inside the building 14 of the maximum security compound which includes top drug lords were reported. It involves high profile inmates Jaybee Sebastian, Peter Co, and Vicente Sy who were wounded in the said riot while Tony Co died after the riot according to Justice Undersecretary Erickson Balmes.
The riot started when former PNP Chief Dongail reprimanded Tony, Peter and Vicente for using shabu and complained to Sebastian and attacked Dongail right after. Dongail was stabbed as well but he was not on the list of injured since he refused being treated  according to Justice Undersecretary Balmes.
Asuncion said that the involved eight inmates in the riot were transferred to other colonies. He also said that it is a plain riot that happens usually in prisons. But Aguirre  believes that it is not ordinary riot. Sebastian is a key witness to the alleged NBP drug trade, they believe that there are persons who do not want Jaybee to testify against them.
The lack of personnel and bad facilities at the National Bilibid Prison were also blamed in the riot. It was said that it was an “improvised icepick” and that it was a wooden chopstick with a blade on the tip, said an officer. PNP Chief dir. Gen. Bato Dela Rosa also pleaded that it was not SAF’s fault that the riot happened because the drugs and weapons must have been kept and concealed inside the Building 14, he defended SAF from media critics for failing to prevent the smuggling inside the NBP.Â
