Some of you may be aware that in addition to the four (4) “nay” votes on H.R.35 (rollcall 71), the Emmett Till Antilynching Act, there were sixteen representatives who did not vote. I have have compared the vote record on H.R.35 with the rollcalls of the other two bills brought to the floor that day, and rather than the any of the 16 being willful abstentions, it appears simply that none of those people were in attendance. The composition of this group also reflects a longrunning (and surprisingly consistent) trend of Democrats missing more votes than Republicans.
