So maybe I'm reading too much into this, because I don't like Hiruzen, but did he keep Jiraiya From Naruto?
Hear me out, i fully understand this might be projecting, because again I don't like Hiruzen that much, but the basis for this is that as soon as Hiruzen died suddenly Jiraiya, the spymaster of konoha, not only has the time to take Naruto to get Tsunade, he also has the time to take a three year training arc with Naruto and be even more present in Naruto's life going forward until his death(RIP) in Shippuden.
That being said why would he not have that much leeway from jump? The argument could be made that yes as the Spymaster couldn't be carrying a baby around, but to that I'd bring up that we know Jiraiya like most jonin know that Shadow clone jitsu so he'd still be able to see to Naruto's development.
So what was stopping him?
The sitting Hokage, Hiruzen Sarutobi.
The same Hiruzen who, let Naruto live alone with barely any actual food, or supplies, or oversight.
If I'm charitable I'd say it was because He promised the 4th himself to look after Naruto and he didn't want to break that promise(even if he failed).
But look I could be wrong, and I admit I might be looking for more reasons to not like Hiruzen but to me this makes the most sense to me.
