So. New information from this chapter of Ichi the Witch: Desscaras keeps her Majiks organized into the friendly ones she uses regularly,
And the human-haters she keeps in the Abyss of her magic circle to basically torture with (sorta-)solitary confinement.
Observation: there is what appears to be a middle layer between these two groups, which Kizashi is in.
Majiks in this layer are still chained down, but not nearly to the same degree. They also talk a little less desperately for Desscaras’ attention.
2nd observation: as pointed out by @colourful-void, this whole system massively handicaps Desscaras from her full potential, as she is refusing to use tons of Majiks; massively reducing her arsenal (especially given how versatile a single Majik can be), as well as power if she’s collected some really strong ones. As also pointed out by the above post, the temptation to use this power must be ever-present.
Theory: This middle layer exists to buffer that temptation. These are human-haters not on Hitsugi’s level; one’s she doesn’t need to punish quite as much. So if she’s ever backed into a corner or can’t finish off a particularly nasty Majik’s trial with her go-to Majiks; she can always just pull from the middle layer, the human-hater she doesn’t need to punish quite to extremely. This way she gets the job done without ceasing her torture of the most heinous Majiks in her circle.
