Try not to think too hard on it-- Time Bokan always pokes fun at itself and this sort of thing is hardly unique to Kiramekiman! Why, they're not the only cameo the show sneaks out...

If Itadakiman had bad luck, Kiramekiman is just easily forgotten.  Released a full decade later as part of the lovely nostalgia cash-in phase of the 2000s, it's constantly omitted since it wasn't part of the original set (and thus, came out AFTER the OVA).
