Yes and no.
The system is also a reflection of how society is. I agree they are a major problem, because they are the people in power and they've been abusing that same power for years. They definitely need to go and be replaced with a less corrupted system.
BUT people are also the problem. They need to change too, acknowledge that their views are wrong in so many ways. The system can change, but the people needs to also choose to change with it. That's what the League of Villains criticizes, not only the system, but also the civilians and normal pro-heroes who has been relying on the system without acknowledging the problems hiding at plain sight.
That's why the Symbol of Peace was toxic. People started thinking they could leave everything to the heroes and be care free. That's why no one rescued Shimura Tenko, for example.
The other problem of the hero society is the quirk division. Izuku comes from a low level (people with no quirks) and it's trying to show why that system is wrong. People are classified following they're quirks. That's why Shinso was a "villain" because he had a "villain" quirk. That's why Toga was excluded, why Spinner was bullied, and more.
Note that time and time again, groups in bnha / mha has tried to stablish that the strongest people were the ones who should be in power. That's exactly how AFO thinks too.
That's not a good thing. Strength, speed, ability... Those are not the things that decide how worthy is a human being. Toga also makes the big question:
How the heroes decide who to save? How can they judge that a life worths more than other?
The fight within bnha / mha is a fight for equality. The League of Villains for example are trying to get recognized as valid human beings. See Twice's backstory. He was a victim to the system and a victim of society.
In conclusion, getting rid of a bad government or a bad system doesn't mean that everything is going to change immediately. That government or system has followers that are still around, making as much damage as the government was making.
In order to heal, what the mha / bnha society needs is a good role model like Deku to teach them why they were wrong and how can they still make things right.
