So, the military would draft from their ranks very strong, powerful, sharp, well-equipped individuals to receive Special Powers and and become kind of super soldier elite types. These powers include Capt. America-style strength, speed, and reflexes, but also incredible magic abilities that I’ve yet to define (fire powers? spirit command? laser beams? flight? Who knows!); basically they’re really  incredible, easily identifiable powers that make them amazingly effective warriors and incredibly effective/efficient manual laborers. The government/military is very jealous of their elites, and treats them almost as property. The elites are not treated very well during the war, their humanity not often kept in mind by the high-ups; When the war is over, the elites are left with a lot of PTSD, restlessness, aggression, a warped sense of life and reality, trouble with social skills, etc., more than regular soldiers. Some of them cannot adjust to civilian life. Some of them turn to crime, terrorizing people, using their powers without restraint. The government/military isn’t sure how to keep the elites in check, help them, or anything, so they decide to round them up and keep them in their control full-time. Almost none of the elites are OK with this. Most elites evade arrest; they invent new identities. Many change their appearance. It becomes serious solid, ubiquitous law to report someone to the law keepers or the military as soon as you know they’re elites; anyone who knowingly does not report elites is subject to fines or internment under the law. Most elites do not sit quietly in cities as they live undercover in new, mundane lives. Some flee the country, join mercenary groups, join crime organizations, some refuse to hide and go down fighting really, really hard. Many flee the cities and roam the countryside and frontier. The rurality is very big, expansive. Settlements are very far between. The outer frontier-countryside stretches much farther outside of the cities than any expanse of countryside between cities. The elite in the rurality eventually form gangs of what become known as “harrowers.” They travel the countryside until they reach a settlement, where they offer to use their powers to do farm work and other labor. They stay there for a short time, provided with beds, food, and provisions, and then they move on. There’s always a risk for the harrowers that the rural folk will betray them to the authorities, but that risk is part of their livelihood. If rural folk employ the harrowers, there’s a risk they’ll be found out / betrayed to the authorities, but the benefit of the harrowers’ work is so great that few pass up the opportunity (if it’s not likely a law keeper will be by any time soon). Harrower gangs are often formed by elites from the same squad/platoon/company/violence-club/whatever small unit in the military.
