This was Gotham. For the months that he'd lived there, Billy had stumbled into some of the craziest things he'd ever seen. And considering he was an Avenger for a short time and jumped through the multiverse to escape a parasite, that was saying something. Gotham had it's own breed of crazy that Billy just had to sigh at now. There was no way to avoid it, and when he actively tried, it just made things worse. Like now.
He'd been avoiding the prime locations for crime in hopes that he would stop randomly stumbling on the Batfamily and their nightly activities. He was still unsure if Batman knew about him, but seeing as Red Robin hid things extremely well he was sure that the rest of the clan didn't know. Which made avoiding these sort of situations all the more pressing. Sadly, Billy had the luck of a black cat who regularly slept under a ladder and smashed mirrors for fun.
With the situation looking to go clear southward, and Billy unable to hide the fact he'd obviously noticed the hero, he had to do something. Whatever work he was doing was clearly important enough to warrant an undercover sting op, and Billy couldn't very well help with that without exposing himself to the Batman and whoever might have Red Robin's back that night. But what he could do, made him scream mentally, and made him want to make the world disappear the moment he felt the hands on his hips.
A kiss. A simple kiss and Billy felt his world dissolving around him. He knew he had to retain his focus or else things would end up floating or worse... sparking. But it was hard to do that when the other teen's lips were pressed against his and his heart was pounding in his ears.
