In helping U.S. Rep. Jack Kingston, state lawmakers have dealt another blow to his fellow Savannahian, Rep. John Barrow. The House voted Thursday to put Moody Air Force Base back into the First District that Republican Kingston represents. But it further eroded Democrat Barrow’s political base by again slicing the concentration of voting-age African-Americans in his 12th District.
