Ed is defrosted because the power goes out in Gotham and everything is on lockdown since Scarecrow is running around releasing his fear toxin. Oswald fell asleep in his office, the rest of the freak fam is asleep, and none of them know what's going on. Oswald wakes up when he feels drops of cold water on his face. He jumps to his feet, memories of the docks and the cold Gotham water the first things on his mind. He looks up and there's Ed, standing over him, dripping wet and shivering...

Now when frozen Ed is a decoration in Penguins night club I just want him to like, be there for a while. Wouldn't it be kinda hilarious if no one did anything about it for a couple episodes and people that went to see Penguin just went "Wait a sec, isn't that Ed?" and then went on with whatever they were about to do. I think so
