No loyalty to their master, the Dark King. Their evil plan involves murdering a baby phoenix by suffocating her to death inside a block of ice. They're able to weaponize hatred very effectively by freezing people's hearts. All it took was a minor fight between Nagisa and Honoka, who are best friends (maybe more), and they were able to control them into trying to kill each other. Also they clearly got a kick out of watching that. Sadistic pricks.
