When Chum-Lee opened his trunk to reveal a stash of illegal weapons, Frank knew he was going to need to get his hands on them. Not for any particular reason other than the fact that he needed more ammo. The longer he stayed in Japan, the more ammunition he used, and with that meant his supply was dwindling.
If things went well, he could even get some more guns. Only if the guns were actually worthwhile, of course. He didn't want another stupid gun, like that pink one he stole.

Chum-Lee walked out of a bar in a full-on pirate get-up, eyepatch and all. It's on theme for a FreakBug. After a night of karaoke, he's pretty much exhausted. He bids farewell to his drinking buddies and walks towards his car.
He opens his trunk, and removes much of his costume to place it, as well as his flintlock watergun, inside. The stash of ACTUAL guns is clearly visible, though it is quite dark outside.
