By using this tutorial, I am assuming you have a working knowledge of Paint Shop Pro.
What I used:

Open a new image 600x600
Select all
Copy paper7 paste into selection.
Load mask of choice and apply, merge group.
C/P bling, resize 60
C/P grass2, resize 95
C/P tree, resize 60 mirror
C/P pool, resize 50
C/P flowers 6, resize 70
C/P brushedgrass1, resize 50. Use it to fill in space around the pool. Add brushed grass 2 for variation, also resizing to 50 .
C/P flowers1, resize 40. Add those in among the grass
C/P flowers2, resize 30, also put those in with the grass
C/P bling leaves, resize 40. Do a few layers of these and scatter them about.
C/P Willows, resize 50. Now I duplciated and scattered these and resized them differently.
C/P fence, resize 60
C/P flowers4, resize 20
C/P butterflies, resize 60
C/P puffs, resize 50
C/P frog2, resize 40
C/P light effects
C/P tube, resize as needed
C/P books, resize 25
C/P bottle, resize 15
C/P bow, resize 15
C/P bird, resize 30
Add drop shadows if you choose
Copy merged, paste as new layer. Add a gaussian blur of 6.00, set to hard light
Add your text and credits

Just to make it easier on you and me both, I shortened the instructions in my tuts a bit, abbreviating the most commonly used actions.
My abbreviations:
C/P - copy/paste
s/f/d - select all, float, defloat
FF- flood fill
MW-magic wand
ppr-paper
d/s-drop shadow
