This sounds like heās starting with his appreciation for the rain because itās like someoneās crying for him, or with him, so thereās someone to relate to his pain.

In the umbrella he can hide himself, no one has to see his unhappiness. When it rains, people are so preoccupied with getting themselves out of it that they donāt take much notice of those around them.
Also, the world is always going too fast. When it rains, itās like everything slows down. This could relate to the sluggishness of depression, how it slows you down and the fast pace of life overwhelms you.
