Yes, unlike Dev, Hazel is definitely a calmer and more well-mannered child, but even she can sometimes make big, chaotic wishes. She would simply get bored with Peri, since he would have problems fulfilling her big wishes anyway. I would even dare to say that Hazel's reaction to his first appearance would be similar to Cookie's appearance. Cosmo and Wanda not only simply fulfill Hazel wishes but also act as second parents to her, making her life brighter and more interesting. Peri clearly would not have done this, or at least not as well as his parents.
