Yes, he did nothing to change the shinobi system. He was just a place-holder till Naruto was made Hokage (but why??? why couldn’t just Tsunade continue??? who knows).

But I wouldn’t say he did nothing “productive”. I can’t believe that I’m actually saying this but Hokage Kakashi might just be better than Hokage Naruto. Scratch that: Hokage Kakashi is better than Hokage Naruto. Marginally.

You know the things people credit Naruto for doing? Like the expansion of Leaf Village? The technological advancements, the growth, the development? How he turned the Lead Village into “Leaf City”?

Yeah, he did none of that. Well, kinda.

According to the Boruto anime, it’s been fifteen years since the war. Boruto and the next gen kids are eleven now, give-or-take. Naruto was made Hokage when Boruto was five and Himawari was three (because Himawari is said to have awakened her Byakugan at the age of three). Which would mean that Naruto has been Hokage for six or so years, while Kakashi has been Hokage for the gap between the end of the war and Naruto’s inauguration. That would mean that Konoha had already started to grow before Naruto became Hokage. In the OVA about Naruto’s inauguration, we see that Konoha is in a state of advancement. We see the tall buildings and what not. Even the use of laptops and other technology had started since the blank period.

And who was Hokage for all that time? Hint: it wasn’t Naruto.

And no, by no means am I saying that Kakashi is a good Hokage; he’s far from that. Like you said, he’s a representation of the failure of the shinobi system. There is no indication of him doing anything to change the system.He is also responsible for keeping the Uchiha incident a secret. I’m just sayiing that he did some productive things, the very things Naruto is praised for. The achievements of Hokage Naruto aren’t his own. They’ve just been passed down to him from his predecessor Kakashi, who did the actual work.

But at least they both suck when it comes to reforming the system lol

I always loved reading and at one point my local library ran out of books appropriate for a 10 year old so I decided to write my own so I would have more stuff to read and I haven’t stopped since.
