Just occurred to me why there are no Time Lords in alternate universes
Because any universe with Time Lords that the Doctor didn't kill would have been destroyed shortly after
So the only alternate universes that could possibly still be around are ones created after the destruction of Gallifrey (i.e. the alternate timeline from "Turn Left") and ones where the Time Lords never existed (i.e. Pete's world).
