I wish there was a person like that, but I doubt the Republic had something like that in a non-military ethical goal. It would be an acknowledgement that they’re operating on pretty shaky moral grounds using a clone army in the first place. The success of that position would depend on whether or not the person appointed to that position genuinely cared about fulfilling the demands of the position. There were so many corrupt people in the government that it would be entirely possible. I’d imagine it would be a frustrating position to fill if they genuinely cared about the wellbeing of the clones.

In terms of canon, I’ve always seen the first “clones rights activists” as the clones themselves. Despite being conditioned and raised to think of themselves as nothing but tools/weapons and canon fodder in this war, you see them craft their own identities, they maintain a strong sense of brotherhood among themselves, and I think they slowly begin to realise they’re worth more. In some cases the clones stand up for themselves (Umbara arc & Order 66 arc). 

The reason I think so is because they really don’t have anyone but themselves. The senate don’t care and the Jedi way too chill with it. It’s a uniquely isolating experience that only the clones themselves can truly understand, it’s a journey of realising “hey, we don’t deserve to be treated like this. we’re people just like everyone else.”
