He says it as if McCoy's not aware. As if he doesn't have eyes. Obviously it sucks ass, it's cobbled together ( thanks mostly to extensively detailed instructions over the comm from an engineering officer ) with antiquated machinery that he wouldn't normally touch with a twenty foot pole, but by god these people need some sort of medical facility and he'll be damned if he doesn't help establish one come hell or high water. No access to the ship? No problem.
...Okay, so there's been some problems. It's as safe as it's likely to get, but it sure don't look like much.
