Lyse Hext from Final Fantasy XIV (2010/2013). Special thanks to a player to help me some screencaps of the garden (I stopped playing; not by choice T_T). It's an incredibly impractical outfit to fight in, but sure is gorgeous and Lyse wears it so well. I wanted this piece to look a little brighter and sunny; which was a similar feel-good feeling I had when I'd play!
