i wouldn’t say it was bad, they basically tried doing the same thing they did in kanto where there was one city in the middle of the region and then a whole bunch of the world opened up at once
unfortunately though due to this it meant that the game’s level curve was very low, you had to account for the player going to any available area at any time so a lot of the midgame was just in the mid-30s. kanto suffered from that as well
just a little extra linearity could have been nice; that way the game could have had a little more bite. its fine as it is, though.
