Substation Package contract at Sindri sees four technical rejections
Substation Package contract analysis of JUSNL’s Sindri Hurl grid substation tender shows how technical responsiveness can shape competition before price bids are opened. The package, issued under ref no. 863/PR/JUSNL/2025-26, covers a 132/33kV, 2×80MVA grid substation on turnkey basis. Substation Package contract scope includes design, engineering, supply, erection, testing, commissioning, control room building, approach road and civil works. EnergylineIndia.com highlights this update for readers tracking T&D projects contract activity and Transmission infrastructure reports. The estimated value is Rs 72.78 crore, with EMD of Rs 1.46 crore and a 547-day work period. Six bidders entered, but only two reached financial evaluation: Lumino Industries Ltd. and Salasar Techno Engineering Ltd. JV with Gurukripa Construction. Four bidders were rejected at the technical stage as non-responsive. Substation Package contract terms are also commercially important because ITB 14 and ITB 14.5 push design, manufacture, procurement, transport, commissioning, ROW-related costs, access-road costs and obstruction-removal responsibility into bidder pricing. Substation Package contract competition is therefore narrower but more technically controlled. Substation Package contract outcome will test whether two-bidder financial competition can still deliver disciplined pricing.
