because of the way hythlodaeus tends to dismiss or be flippant or be mean about most things that arent directly related to hades and him i always think that it is clearly meant to be a bit off (in the same way hades lets hythlodaeus flirt with him with no complaints) that hades is like something he obviously very deeply values. because he can't like, emphasize with hermes when hades can. he does not believe you when you tell him about timetravel and seemingly indulges the theoretical because "he wants to make the most out of life" (but again, does not emphasize with hermes, meaning he tends to make very harsh immediate judgements. to make the most out of life) he chooses to take most rules as suggestions despite admiring hades so very deeply, who takes rules very seriously.
& it's hard for the wol to truly earn hythlodaeus' trust! it's conditional in elpis and only due to hades on the moon. the only part of the story in which hythlodaeus does actually trust the wol for himself & therefore encourages hades to help the wol is after you find out hythlodaeus and hades have been watching you & appear as ghosts which hythlodaeus is stated to have convinced hades to help.
which is all to say, i think hythlodaeus has trust issues. and i think due to him and hades' relationship the reason hythlodaeus trusts hades so much is probably because hades helped him in a situation and that defied his expectations and then they continued that until it was normative probably. but he probably kind of acted like a scared cat towards hades initially
