Yes ma'am, she is indeed! :) And also yes, Elvenqueen Maereth is very good friends with Elrond Peredhel, but she is even dearer friends with the Lady of Imladris, Celebrían.
I wrote a long headcanon post about Maereth and Celebrían's friendship HERE. The love these two elf-ladies had for each other is one of my most treasured SotWK headcanons.

It was through Celebrían that Maereth met Elrond, but she did not learn about their mutual connection in her grandfather until later on. Elrond helped Maereth understand Maglor better, and softened the belief she grew up with about her grandfather being little more than a cold-hearted killer and war criminal.

It is also worth nothing that Maereth and Elrond's fathers were very good friends. Maereth's father was Eärondir, the son of Círdan, and he helped build the ship Vingilótë. Had he not have a family of his own to care for (Maereth's older twin brothers were already born at the time), Eärondir would have gone and accompanied Eärendil on his voyages in search of Aman. They were Sea Brothers! Sadly, because they both lost their fathers young, neither Maereth nor Elrond knew them well.

Maereth lived in Imladris for over 1,500 years, between Second Age 1745 through 3262, until she married Prince Thranduil and moved to Eryn Galen. She and Elrond learned and grew in their skills as healers together during that time.
Elrond-Maereth friendship headcanon featured in a fic: When Maereth was pregnant with her first child Mirion, her food craving struggle was for a specific variety of golden pears that grew only in Imladris. Elrond made sure to provide her with plenty of this precious fruit, sending them all the way to Eryn Galen even while he was busy helping Gil-galad form the Last Alliance.
