so i'm not fully read up on dragonknight lore yet. but here's my tentative idea for what's going on with nolisa:
she is part of a sect of dragonknights formed by a legendary boethian dragonknight who "stole" the arts and techniques from one of the traditional practitioners via a mythic betrayal (apropos a boethian cultist) and worked it into boethian ritual combat methods in order to found a new cult to boethiah, tentatively named "the blades of pernicion". (that's not a typo, i did not mean perdition - pernicion is an obscure, obsolete noun related to "pernicious".) thus these pernicites (a tentative sobriquet) do have a connection to the akaviri dragonknight ways, albeit one masked by boethiah worship.
nowadays, they're loosely affiliated with the tribunal temple via a compact one of their most recent grandmistresses made with almalexia. but, since they are a cult to boethiah, and in league with an avatar of boethiah in almalexia, there will no doubt be some kind of mutual betrayal happening at some point
