why do you have pupils?
[DoG]: My vision isn't changed by having them. Others in my local group can do the same for, I would imagine, similar reasons.

Werecats occupy a unique space in the shifter 'kingdom' in that they all universally start out human, and are all practitioners of some form of ritual magic. Many are capable of extensive body modification, or were heavily experimenting with it prior to coming into their own as a shifter, and Phoebe's no different in that regard. She has, for all intents and purposes, a cis woman's body, internally and ex-.
For a variety of reasons, she didn't have much choice in that particular decision - something she does sometimes regret - but there are far too many spoilers to go into, there. It'll be covered, though, promise.
Notably, not every trans practitioner chooses to modify themselves to fully mimic cis bodies, nor are they a strong majority. Plenty very much resemble what we see in our modern, non-magical world. Others still reach for the opportunity to go further, whatever that happens to mean for them personally.
As for the 'classic' Shifters:
There's an interesting quirk in their biology that allows for rapid modifications during a change.
Werewolves have ultra-fast healing during the change itself due to how much new Everything is being generated, which includes alterations to body chemistry. If you have a simple limb fracture prior to a change, you can essentially 'set it and forget it.' If it's set properly, it'll heal normally, maybe with some new fragility/aches and pains, but more or less how it used to be. Similarly, if it's improperly set, it'll be more or less fully healed when the change is complete, but it'll have healed incorrectly. Maybe you now have a permanent limp, or strained tendons, or nerve damage, and the limb now needs to be rebroken and reset (which may not fix the damage).
This also means that surgical alterations can be "set" like this, as in: if you have a limb removed, it won't regrow, but the wounds themselves will get closer to being completely healed.
Clever shifters looking to transition have learned to exploit this by taking what for a normal human would be an absurdly high dose of [preferred hormone], in the minutes leading up to a shift. Once the shift happens, they metabolize that payload, and their body responds, refashioning itself according to the new rush of instructions. What takes weeks in a human on HRT takes minutes. After that, they take hormones like any normal human, with the intermittent megadose every month or so (or three months, if they're holding off on shifting regularly).
That said, all those changes can be steadily erased if they go through several successive shifts (3 to 5) without the higher dosage prior to a shift. Full reversion can be a very real threat as time progresses (assuming the shifter has not had surgerical interventions, which do not revert), so trans shifters will frequently get in touch with practitioners to find more permanent/less cumbersome solutions.
