Since you're asking me, though, I would make a bouquet out of wildflowers I've come across in my travels. I doubt they have any 'meaning' that'd be broadly understood as significant or relevant to myself, but it's an ode to the places I've been and the people I've seen. A horsetail picked from the river of memory is going to mean infinitely more than a rose picked from a store. ...I love it when lyrics make themselves :) [jots down the line in a notebook]
Hi! Vihala here! I love flower language, so I'm going to give an actual answer :) The bulk of it would be yellow gladioluses mixed in with Lillies of the Valley and Raven ZZ leaves.
Gladioluses are a flower where color doesn't affect the meaning, but a gladiolus is seen as "the flower of the gladiators", and also means integrity, strength, and victory (Source). He's from a warcamp of orks who taught him war and conquest, and though he didn't take the same path of violence as his family, he does often find himself having to go into contest versus others, and as much as he's loathe to admit it, 'the game' of life is what gives him meaning and purpose. There's also an element where they represent empathy through shared experience, in the concept of 'I understand your pain' (Source). He understands a lot more than his whimsical nature would imply, though because his understanding is rooted in grief, he tries to not let this influence his actions.
Gladioluses also work well because the flowers are pretty tall and thin, which allows for them to mingle in with those Lillies of the Valley. They're small, representing sorrow - there's a Christian allegory here where Eve's tears formed into Lillies of the Valley after she was banished from the Garden of Eden (Source). Especially given how muted the flowers are, I think it fits his mostly silent grief about his current situation - the friends and family he's lost, the aimlessness rooted in his soul. Maybe it's also just me thinking of Stardew or Animal Crossing, but I remember them also being quite rare. And Sugul's situation is certainly unique.
Raven ZZs act as an accent - the black representing both his connection with black dragons (draconic sorc dip) and in the general black plant meaning in flowers where they represent grief and loss. But ZZs are also known for their hardiness (Source), and Sugul has been deeply resilient in what life has thrown at him. He'd probably consider resilience his greatest virtue. As for favorite flower, Sugul's not given enough thought towards these things to have a flower he associates with. His favorites would probably be the ones with stories he's been told. As for the stories in question? You'd probably be best off asking Estelle.
