These are all from the family Anatidae and are identified below by their current common names.
Top: American Black Duck (Anas rubripes)
Middle: American Wigeon (Anas americana)
Bottom: Greater Scaup (Aythya marila)
In the December 1938 issue of Wisconsin Wildlife, they are identified as Black mallards, American Wigeon, and broadbills. Several articles within this issue focus on waterfowl and include “Winged Hosts Restored on All Flyways” by Jay N. Darling. Jay Norwood “Ding” Darling (1876-1962) was chief of the Bureau of Biological Survey, and in 1936 he founded and was president of the National Wildlife Federation. He was a noted cartoonist and was awarded the Pulitzer Prize twice for syndicated editorial cartoons.
This and three other issues of Wisconsin Wildlife can be found in the Wilhelmine La Budde Papers (Milw Mss BC). Scattered throughout the papers is correspondence from and to Ding Darling.
Congratulations to @mintyrings who guessed black ducks, a wigeon, and lesser scaups.
Without side by side comparison, the scaups are difficult to distinguish, and with the head shape shown in the black & white image, we can go along with guessing the lesser over the greater.
