Very little is known about this elusive, but territorial Pokémon. Deep ocean explorations unlucky enough to encounter them very rarely return.
Devicetus is capable of performing devastating ramming attacks and crushing through layers of steel with its jaws. This Pokémon is believed to be responsible for many ancient legends of sea monsters.
This Pokémon lays its eggs in undersea caves and claims vast swaths of the deep ocean for their own. They are not carnivorous, as researchers originally believed, but eat large amounts of plankton every day.
Juveniles of this Pokémon are relatively small—only about twice the length of a person. As they age, their growth is only restricted by food availability.
Signature Move: Depth Crush (Water—Physical, 100/100/5) The user attacks the target with the freezing, crushing water of the ocean depths. Has a chance to freeze the opposing Pokémon. A flying Pokémon will fall to the ground when hit.

ahh yeah maybe! if the deep sea mons don't quite have the same "language" or capacity to communicate with humans that the rest of the ghost council does, the title it gives itself and ingo might very well be more of an abstract feeling than a real word/phrase.
